All of the secret fights in that game are against character who essentially re-using assets and mixing them all up, which means that NRS/WB can easily do it this time as well, which in my opinion debunks the fan-made mod argument as well.
And because that this is used for a secret fight, re-using assests such as model of another character after recoloring it plus another character's voice wouldn't be too much of a problem for them to do. As we reported last week, there are still some undiscovered secrets no only in MK11U, but also in Mortal Kombat XL and Injustice 2, and this could be very well be one of those undiscovered secrets, being a secret fight in MK11U that we are yet to discover on our own, and WB Games just teased it for us. I do have my guess on the matter though, and that this is Cyber-Smoke from an undiscovered secret fight in MK11U.
